1. The two Municipal Councils agree that the new Fọlice Permit

Regulations shall not be brought into foree, thus automatically

reverting to the old Fass Regulations hitherto in forao, with

aaandments as below, which shall be enforced simultaneously

and on equal terns on all nationalities alike.
